Rule out a medical cause first, always, because cystitis and kidney problems present exactly like this and a cat in pain associates the tray with the pain. If the cat is well, look at the three variables: tray size and cover, litter type, and location. Moving a tray away from a noisy appliance or a doorway fixes a surprising number of cases.
Do I need a scratching post if my cat goes outside?
Yes. Scratching is territorial marking and stretching, not just claw maintenance, and a cat will do it indoors regardless. A tall sisal post that does not wobble is what saves the sofa: cats reject anything that moves when they lean on it.
